Australian Red Cross (ARC) is keen to support partners in Asia-Pacific to adapt/contextualise the community based health surveillance (CBS) guidelines, pilot the model and replicate (as appropriate). The consultant will work closely with partners to assess the relevance and appropriateness of the CBS model and to further refine the CBS design ready for pilot implementation in 2017. The consultancy has 4 objectives:
1 To clarify and define the rationale, readiness and Red Cross Movement value-add for CBS in Asia-Pacific 2 To identify partner criteria for inclusion in regional CBS pilots and recommend two (2) priority partners in Asia and two (2) priority partners in Pacific 3 To work with one (1) priority country in Asia, ARC and IFRC (region) to define and finalise the detailed design for CBS pilot in 2017 4 To work with one (1) priority country in Pacific, ARC and IFRC (region) to define and finalise detailed design for CBS pilot
The design process will be conducted through (i) a desk review of relevant documents, requiring substantial qualitative analysis, convening of technical specialists and supplemented by skype calls with the potential field teams, other partners already supporting the implementation of CBS, and IFRC colleagues to clarify information; and (ii) pilot country assessment. The pilot country assessment will be selected based on agreed criteria and discussion with ARC country managers and other managers.
It is anticipated that the design will employ a mixed methods approach, to be determined at time of engagement with consultant.
Essential: A university degree in Epidemiology, Medicine, Public Health, Community Health or equivalent. Desirable: Master's degree in Epidemiology, Public Health or Community Health.
Skills:
- Proven track record leading public health designs, especially in developing country context with multiple partners
- Sound knowledge and skills in public health surveillance and implementation in a developing country setting
- Proven ability to multi-task across various planning and implementation processes within a highly demanding environment
- Demonstrated knowledge, competency and professional skills on the public health aspects of infectious disease control, epidemic and pandemic preparedness and response
- Strong ability to process, analyse and interpret epidemiological and event based surveillance data for epidemic and pandemic risk assessment.
- Demonstrated competence in relating to people and partnerships, especially in developing country context
Experience: Essential: At least five years related and progressive experience, at the district or national level, in design and/or implementation and/or evaluation of public health surveillance, outbreak investigation and response. Desirable: Experience in programme design with multiple partners, including in development and/or humanitarian contexts.
